Kapaʻa Road Work Closes Lanes, Alters Access for Three Days
The County of Kaua‘i Department of Public Works and contractor Hirata & Associates began geotechnical subsurface exploration in Kapaʻa on December 15, with targeted road and single lane closures scheduled through December 17 between 8:30 a.m. and 3:30 p.m., weather permitting. The work supports proposed traffic signal improvements and placement of a utility pole, and residents should expect detours, delays, and on site traffic control.

County crews and a private contractor began work in Kapaʻa on December 15 that will affect traffic patterns at Kukui Street and Niu Street through December 17. The Department of Public Works and Hirata & Associates are conducting geotechnical subsurface exploration to gather soil and subsurface data needed for proposed traffic signal improvements and a new utility pole installation. Work hours are 8:30 a.m. to 3:30 p.m. each day, weather permitting.
Specific traffic controls differ by day. On December 15 crews imposed a single lane closure that restricted the left turn for Kukui Street west of Kūhiō Highway. On December 16 a portion of the east side of Kukui Street at Kūhiō Highway will be closed. On December 17 crews will close the south end of Niu Street at Kūhiō Highway. Access to private properties within the work zones will be maintained, and flaggers will direct traffic. Drivers should anticipate delays and follow detours when directed.
This subsurface work is a preliminary step in the county planning process. Geotechnical exploration informs design decisions, establishes foundation requirements for utilities and traffic signal poles, and can affect project timelines and costs. For residents and businesses near Kūhiō Highway the immediate impact is traffic disruption during daytime hours, and the broader impact may include future construction activity related to signal upgrades and utility work if projects proceed.

Local officials say access will be provided for residents and businesses, but commuters should plan alternate routes during the scheduled work window and allow extra travel time. For additional information or questions about the work, contact Hirata & Associates. Obeying on site traffic control and allowing time for detours will reduce congestion and improve safety during the exploratory work.
