Lane Closures on Moi Road, Hanapēpē for Subsurface Work
County Department of Public Works and contractor GEOLABS will close lanes on Moi Road in Hanapēpē from Nov. 18 to 21, between 8 a.m. to 3:30 p.m., weather permitting, to perform geotechnical subsurface exploration and road improvements. The short term disruption matters to residents, commuters, and local businesses because it will affect travel times, parking and access during daytime hours.

The Kauai County Department of Public Works and contractor GEOLABS announced lane closures on Moi Road in Hanapēpē scheduled for Nov. 18 to 21, with work planned each day from 8 a.m. to 3:30 p.m., weather permitting. County officials say the closures are necessary for geotechnical subsurface exploration that will inform planned road improvements. Motorists are being asked to use alternate routes and to allow extra travel time while flaggers direct traffic and no parking will be allowed in work zones.
The notice, published Nov. 13, 2025, places the immediate priority on safe and efficient work in an area that serves both residents and visitors. Short term lane restrictions can create ripple effects on commute patterns and deliveries, particularly in Hanapēpē where local businesses, schools and community services rely on predictable road access. County crews and the contractor will work during daytime hours to limit disruption during evenings and weekends.
Geotechnical exploration is a common preparatory step for infrastructure projects. Tests of subsurface soils and materials help engineers determine appropriate design measures for roadbeds, retaining structures and drainage. In a tropical island context such as Kauai, accurate subsurface information is especially important for ensuring durability against heavy rains, coastal weather influences and seasonal changes. The results will guide the scope of subsequent road improvement work so that investments address both current needs and longer term resilience.
Residents and commuters should plan to follow the temporary traffic control measures. Flaggers will be on site to manage vehicle flow and protect workers. The closure notice also emphasizes no parking in work zones, which may affect nearby residential and commercial parking during the daytime hours of the project. Drivers should expect delays and consider leaving earlier for appointments or choosing alternate routes when possible.
The project illustrates the routine but essential maintenance and planning carried out by the Department of Public Works and its contractors to maintain Kauai County roads. As with all outdoor work on the island, schedules remain subject to change depending on weather conditions, and updates will be posted if adjustments become necessary.
