LIEAP Applications Open for Older Adults, Disabled Residents in Buncombe County
Applications for the Low Income Energy Assistance Program are now open for households with someone 60 or older or a person with a disability receiving services through the NCDHHS Division of Aging, and automatic vendor payments were distributed at the end of November for qualifying households. The program provides a single vendor payment to heating providers to help residents stay warm, and all other eligible households may apply beginning January 2, 2026.

Buncombe County residents who include a person aged 60 or older or a person with a disability receiving services through the NCDHHS Division of Aging can now apply for the Low Income Energy Assistance Program. The program delivers a single vendor payment intended to cover heating bills and was automatically distributed at the end of November for households that met three conditions, namely having a member age 60 or older or a person with a disability served by the Division of Aging, currently receiving Food and Nutrition Services or SNAP, and having received a LIEAP payment during the 2024 2025 season.
Households that received a notice of an automated payment do not need to submit a new application. Households that meet the age or disability criteria but did not receive a notice should apply online at epass.nc.gov to request assistance. The quickest way to apply is through that online portal. Residents who prefer to apply by phone, who have general questions about energy assistance, or who need to check the status of a case can call 828 250 5500. In person assistance is available at 40 Coxe Ave in downtown Asheville, Monday through Friday from 8 a.m. to 5 p.m.
General applications for all other eligible households will open on January 2, 2026. To qualify for LIEAP, households must include at least one U.S. citizen or non citizen who meets the eligibility chart published by NCDHHS, meet income requirements, and be responsible for their heating costs. Applications will be accepted through March 31, 2026, or until funds run out.

For Buncombe County, the program is a critical summer into winter safety net that helps residents avoid utility shutoffs and maintain heating through the cold months. Because funds are limited, residents are advised to apply promptly once eligible windows open, and to use the phone and downtown office options if they need assistance completing the online application.
