Union County Seeks $90,000 Federal Funds for Housing Rehabilitation
Union County announced it will request the release of $90,000 in Community Development Block Grant funds to support supplemental housing rehabilitation for the Union County Housing Authority. The announcement triggers an environmental review and a short public comment period, giving residents an opportunity to weigh in before the county files for the funds.

Union County notified residents on December 9, 2025 that it intends to request release of Community Development Block Grant funds under Title I of the Housing and Community Development Act to undertake a project called Union County Housing Authority Supplemental Housing Rehabilitation. The county has allocated CDBG entitlement funds for federal fiscal year 2024, grant number C000092998, in the amount of $90,000 for rehabilitation activities at sites to be identified across the county.
The request will be submitted to the State, care of the Department of Community and Economic Development, on or about December 17, 2025. Before submission the project will undergo a Tier 2 environmental review for compliance with Wetlands Protection, Historic Preservation, National Flood Insurance Program requirements, the Endangered Species Act, Noise Abatement and Control, and Contamination and Toxic Substances. Lead based paint, asbestos, and radon will be addressed in accordance with program requirements and applicable law.

Union County is accepting written public comments on the Environmental Review Record. Comments must be received by December 16, 2025 to be considered prior to the county authorizing submission of the request for release of funds. Written comments may be submitted to Susan A. Greene, Chief Clerk Administrator, Union County at the address above, or to Hanorah Lucas at SEDA COG.

The county has certified to DCED that Susan A. Greene in her capacity as Chief Clerk Administrator consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce the certification and related compliance steps. DCED approval of that certification would satisfy federal environmental responsibilities under NEPA and related authorities and allow the grantee to use program funds.
Following the anticipated submission date the State will accept formal objections to the release of funds for a period of fifteen days, but only if objections are based on the specific statutory bases referenced in the notice, for example failure to follow 24 CFR Part 58 procedures. Objections should be addressed to the Department of Community and Economic Development at chrhowe@pa.gov. For residents and housing authority tenants this funding could mean repairs and safer housing, and the short comment window is the immediate opportunity to raise environmental or program concerns before the county moves forward.
