Kingsburg police arrested 23-year-old Matthew Rios on January 8 following the execution of a search warrant at his Selma residence in a joint operation with the Central California Internet Crimes Against Children Task Force and the Fresno County Adult Compliance Team. Rios was taken into custody and booked into the Fresno County Jail on numerous felony charges related to the alleged sexual assault of minors.
The investigation began in November 2025, when Kingsburg officers opened a probe into the sexual assault of a minor within the city. Through interviews, detectives identified Rios as a suspect and later determined he had allegedly victimized additional minors from other communities in Fresno and Tulare counties. Investigators said all known victims are minors, with some victims as young as 12 years old.
